Open Steam's Download Manager first and identify whether the game is queued, scheduled, bandwidth-limited, stalled at zero, or showing a specific installation error. Resume or reorder a normal queue; for a genuinely slow download, check the bandwidth limit and nearby Download Region; for a download that will not start, clear Steam's download cache and sign in again.
In Steam, select Downloads at the bottom of the client, or open View > Downloads. Find the game and read its status: queued or scheduled items need queue action, while a specific message in parentheses belongs to Steam's update-and-installation error workflow.

Resume or reorder the queue
In Download Manager, select the resume control beside the affected game or move it ahead of another queued update. Verify that its status changes to Downloading; a scheduled item can also be started immediately from this screen.

Remove an unintended bandwidth limit
Open Steam > Settings > Downloads and inspect the bandwidth limit; Download Manager also displays an active limit in its upper-right corner. Change only a limit you set, return to Downloads, and check whether transfer speed rises.

Interpret a slow speed correctly
Check whether Steam is displaying bytes per second while your internet plan is advertised in bits per second; eight bits equal one byte. If the download is still abnormally slow, open Steam > Settings > Downloads > Download Region and test your current or another nearby region.

Clear the cache for a download that will not start
Open Steam > Settings > Downloads, select Clear Download Cache, and confirm. Steam clears local download configuration without removing installed games, then signs you out; sign back in and resume the same game once.

Verify sustained progress
Keep Download Manager open until downloaded bytes or overall progress increases. Steam's overall percentage includes install work before, during, and after transfer, so a brief zero network rate does not by itself prove the download is stuck.

Escalate the exact remaining symptom
If Steam shows a parenthetical installation reason such as Corrupt Disk, stop repeating generic network changes and follow the matching update-and-installation repair. If only slow or disconnected transfers remain, record the region, displayed rate, time, and exact message for Steam Support.
If it does not work
If the item returns to Queued, check Steam > Settings > Downloads for an automatic-update schedule and check the affected game's Properties > Updates setting before clearing anything.
If speed is low only while Steam reports disk work, wait for the current disk phase and verify whether downloaded bytes continue increasing; changing DNS or Windows proxy settings does not diagnose that state.
If a nearby Download Region and cache reset do not help, preserve the exact error and contact Steam Support. Do not disable security software globally or run third-party download repair tools.
