Roblox no longer exposes a simple universal Safe Chat switch. Current Experience Chat, Direct Chat, and Voice Chat access depends on age checks, age group, parental consent, region, and the experience's support.
Go to Settings > Privacy & content maturity > Communication. Review Experience chat and Chat and Party with friends. The available audience choices depend on the account's current eligibility.

Complete age checking only when appropriate
If Roblox requires an age check, use Settings > Account Info and the official age-estimation or ID flow. Users aged 5–9 need parental consent for Experience Chat, and users under 16 may need consent for Direct Chat.

Ask the linked parent to review controls
For a child account, the linked parent should open Parental Controls and review communication settings. Do not change the birthday or create another account to bypass a family restriction.

Check the experience
Join another experience that supports chat. If chat works there, the original experience may disable chat or impose its own moderated controls.

Respect moderation restrictions
A temporary chat restriction or filtered message is not fixed by changing device settings. Read the notice, follow Community Standards, and use the provided feedback or appeal path when the restriction is believed to be wrong.

Retest without unofficial tools
Update Roblox, restart it, and test again without extensions, modified clients, or chat bypasses. Contact Roblox Support with the exact missing control and account region if an eligible setting still does not appear.
