If other Steam games launch but this one still fails, contact that game's developer with the exact error, Windows version, hardware details, and verification result. Valve says game-specific launch failures may require the developer's in-depth support.

If Steam shows “Failed to Start Game (Missing Executable),” review the security product for that exact quarantined file, mark it safe only when you trust the game and detection, then restart and verify the game files again.
If verification says one or more files failed, Steam says local configuration files can fail normally. Try Play before repeating verification or deleting configuration.
If every Steam game fails, the problem is not isolated to one title. Preserve the exact errors and use Steam Support rather than uninstalling each game.
If the game uses a separate publisher launcher or anti-cheat service, include its exact error when contacting that publisher; do not download replacement executables or DLL files from third-party sites.
