Open Friends & Chat and select the friend-plus icon, then try the person's exact Steam profile. If Steam says your account is limited, you cannot send a normal friend invitation, but you can receive one from a non-limited account or use a Quick Invite link. If the request still fails, check pending invitations, the friend limit, and the Blocked list; Steam Support will not bypass another person's block.

Select Friends & Chat in the lower-right of Steam, choose the friend-plus icon, and open the person's exact profile. Select Add Friend once and record the message Steam displays instead of repeatedly sending requests.

Handle a limited account
If Steam identifies your account as limited, ask a non-limited friend to open your profile and send the request, then accept it from your pending invitations. Valve also allows limited accounts to use Quick Invite links; activating retail keys, receiving gifts, and playing free games do not remove the restriction.

Verify the exact profile
Use the person's direct Steam Community profile or a Quick Invite link rather than relying on a display name. Compare the profile with the person before sending because Steam display names can change and are not reliable account identifiers.

Check pending invitations
Open Friends & Chat and select the pending-request icon at the top. Confirm the correct request arrived and accept it; if the recipient has not accepted it, Steam does not add the friendship.

Free a full friend slot
If Steam reports a friend-limit problem, open the friend-management page and remove an unwanted friend or cancel an outstanding sent invitation. Valve counts outstanding sent invitations toward the account's friend maximum.

Unblock the person if needed
In Friends & Chat, right-click the blocked person and choose Manage > Unblock All Communication. If they are not listed there, open your Steam profile > Friends > Blocked > Manage Blocked List, select the correct profile, and choose Unblock.

Verify the friendship
Open Friends & Chat and confirm the correct profile now appears in the list. Open that profile once more before messaging or sharing anything sensitive.
If it does not work
If the other person blocked or ignored you, Steam Support will not disclose or bypass that choice. Do not create another account to evade the block.
If your qualifying Steam Store purchase is still pending, Valve says it does not count toward the limited-account threshold until processing completes.
If neither account is limited, blocked, full, or waiting on a pending request, preserve the exact error and contact Steam Support from the affected account. Do not use friend bots or third-party account services.
