First check whether Epic installed GTA V Enhanced or GTA V Legacy because their PC requirements are very different. Open GTA V Settings > Graphics, keep Ignore Suggested Limits off, and repeat the same road or mission after each change. In Enhanced, turn off ray tracing, which adds realistic lighting and reflections but can sharply reduce frame rate. In either edition, lower Population Density, Distance Scaling, and Grass Quality one step at a time until the same slowdown no longer occurs.
Open Epic Games Launcher > Library and read the installed game's name: Grand Theft Auto V Enhanced or Grand Theft Auto V Legacy. Compare that edition with Rockstar's PC requirements. Enhanced requires substantially newer hardware and an SSD; settings changes cannot make an unsupported PC meet those requirements.
Load Story Mode and drive the same 60-second route that normally stutters, or replay the same mission checkpoint. Do not compare a quiet interior with a crowded GTA Online lobby. The first test gives you a fixed scene for judging every graphics change.

Keep GTA V within its graphics-memory limit
Open Pause Menu > Settings > Graphics and keep Ignore Suggested Limits off. The VRAM bar shows how much memory on the graphics card GTA V expects to use. If the bar is over its limit, reduce Texture Quality one step, apply the change, and reload the same test route. Do not force the game past the displayed limit.

Reduce the GTA-specific heavy settings
In Settings > Graphics, lower Population Density and Distance Scaling one step, then lower Grass Quality one step if outdoor drops remain. Apply the settings and repeat the same route after each change. Stop when the failing section becomes smooth enough; changing one control at a time shows which GTA V setting mattered.

Turn off Enhanced ray tracing for one test
Skip this step in GTA V Legacy. In Enhanced, open Settings > Graphics and set every option whose name begins with Ray Tracing to Off. Ray tracing improves lighting, shadows, and reflections but needs more graphics power. If the slowdown disappears, turn individual effects back on only while the same route stays smooth. On supported hardware, DLSS or FSR can render the game at a lower internal resolution and sharpen the result to improve frame rate.

Confirm the improvement in the failing scene
Run the original route or checkpoint twice with the final settings. The result is confirmed when the same turn, crowd, or outdoor area no longer produces the original pause or sustained frame-rate drop. Save the final Graphics settings and avoid adding process-priority or global driver overrides that make the comparison harder to reproduce.
If it does not work
If Story Mode is smooth but one crowded GTA Online session is not, test an Invite Only session. A lobby-specific slowdown is not evidence that the same Graphics settings fail everywhere.
If GTA V Enhanced remains below an acceptable frame rate with ray tracing off and the VRAM bar within its limit, compare the PC with Enhanced's minimum requirements or install Legacy; do not keep lowering settings on hardware Rockstar does not list as supported.
If performance changed immediately after a GTA V update, use Epic Games Launcher > Library > three dots beside GTA V > Manage > Verify, then install the current driver directly from the GPU manufacturer before repeating the same route.
