Fix Generative Fill Missing or Greyed Out in Photoshop

Confirm the current Photoshop build
Open Help > System Info and update Photoshop through Creative Cloud. Generative Fill availability differs between release and beta builds.
Check account eligibility
Sign into Creative Cloud with the licensed Adobe account. Adobe generative features can be unavailable because of age, region, organization, or account entitlements.
Use a supported document
Open an RGB document in a supported bit depth, select a normal pixel layer, and create an active selection before looking for Generative Fill.
Check the Contextual Task Bar
Open Window > Contextual Task Bar. With a selection active, choose Generative Fill there or from Edit when available.
Test Adobe connectivity
Allow Photoshop and Creative Cloud through the network. Disable an unintended VPN, proxy, or filtering layer for a controlled test without weakening endpoint security.
Escalate the eligibility result
If the control remains missing, first reset only the workspace, then send Adobe the Photoshop version, account type, region, document mode, selection screenshot, organization status, and network test.
