Confirm the game version

This path is for the original Cities: Skylines. If the title screen says Cities: Skylines II, stop and use that game's New Game options.

Protect the city

Make a separate manual save or start a new test city. Give it a name that identifies unlimited-money play.

Open Content Manager

From the main menu, select Content Manager, then Mods.

Enable the built-in options

Find Unlimited Money and Unlock All, then select their checkboxes. Use the built-in entries, not similarly named Workshop downloads.

Return to the main menu

Let the game apply the change. If it asks to reload, follow the prompt before opening the city.

Test the city
