Open a clean ChatGPT session
Visit the official ChatGPT page in a current browser private window and sign in once through your normal account method.
If allowed, try the same device on a personal hotspot or another trusted connection. Do not rotate through public proxies or pretend to be in another country.

Use the OpenAI Help Center if the block remains after waiting and testing a normal connection. Include the time, internet provider, browser, screenshot, and request identifier, but never a password or verification code.
