You must be in the new country, have a payment method there, and usually wait 90 days between changes. Open play.google.com, then Profile > Settings > Country and profiles.

Open Country and profiles

At play.google.com, select your profile icon, open Settings, then scroll to Country and profiles.

Add or switch the country

Choose the country shown as eligible and follow the payment-profile prompts; allow up to 48 hours for the profile to update.

Verify the result

Reopen Play Store settings and verify the displayed country, available catalog, payment profile, subscriptions, and balance implications match the intended move.
